Hmong of Oakland County Association came to exist in 1998 by Mr. Wa Houa Yang, Mr. Joua Long Yang, Mr. Tong Kou Xiong, Mr. Nou Toua Her, and Mr. Pa Ying Lee. These founders realized that the amount of Hmong families in the Oakland County Area were in need of assistance. They formed the Hmong of Oakland County Association with the intention to provide mutual assistance as well as to preserve heritage, custom, culture, and language to the Hmong of Oakland County. Pa Ying Lee will always be remembered for his efforts and will be dearly missed.

Hmong of Oakland County Association, Inc. became official in the year 2000 after an election was held after two years of formation. Mr. Wa Houa Yang was elected the first President along with Mr. Nou Toua Her, Vice-President; Mr. Tong Kou Xiong, the Secretary; and Mr. Tou Houa Yang, Treasurer. During their tenure, they succeeded in making this association a legal Non-profit organization with the State of Michigan and various positive outcomes were produced.

The second election was held in 2002, when Mr. Tong Kou Xiong was elected President; Mr. Gia Pao Lor, Vice-President; Mr. Tou Houa Yang, Secretary; and Mr. Chue Phia Thao, Treasurer. They successfully joined with other Hmong organizations in the State of Michigan.

The third election took place between the years of 2004 and 2006. Mr. Shoua Yia Yang became the third President along with Mr. Nao Phia Moua as the Vice-President; Mr. Vang Yang, Secretary; and Mr. Xeng Ger Lee, Treasurer. A logo of the association was first designed, thanks to their leadership and contributions that led the organization to the current leadership.

The current President is Mr. Passy Lor along with Mr. Xeng Ger Lee, Vice-President; Mr. Addison Yia Moua, Secretary; and Mr. Chong Yia Chang, Treasurer. Mr Addison Yia Moua has relocated to another state. Mrs. Moua Yang Lor has been appointed to serve as the new Secretary.
With their leadership, various achievements were met. The logo has been redesigned and the organization is now fully compliance with the Internal Revenue Code 501-c-3 Status. By-laws have been revised to meet the needs to our people, a new level of cooperation and friendship with the Mayor’s Office, Council of the City of Pontiac, and the Pontiac Police Department were established. A website also created as tool of communication with other organizations or communities locally and nationally or world wide. The current leaders would like to thank the City of Pontiac, Council of the City of Pontiac, and the Police Department of the City of Pontiac, Council of the City of Pontiac, and the Police Department of the City of Pontiac for all the assistances provided to the Hmong of Oakland during their tenure. Hmong of Oakland County represents 9 clans with a total of 111 families of 996 members such as: Chang, Her, Moua, Lee, Lor, Kue, Thao, Vang, Xiong, and Yang.
